Pathway overview
For executives or managers of a qualifying multinational company, sponsored by its U.S. employer for a green card — no PERM labor certification required.
Verified directly from USCIS's own EB-1 overview page and Policy Manual: your U.S. employer must have a qualifying relationship with the foreign company you worked for, and have been doing business for at least 1 year. You must generally have worked for the qualifying organization abroad in an executive or managerial capacity for 1 continuous year within the 3 years preceding the petition (or your most recent lawful nonimmigrant admission, if already working for the U.S. employer), and the U.S. employer must intend to employ you in an executive or managerial capacity — a genuine officer-judgment standard this tool doesn't reduce to a checked rule, same treatment as L-1A. Unlike most employment-based green card categories, EB-1C doesn't require PERM labor certification, and self-petitioning isn't allowed — your employer must sponsor you.
