Verified directly from ind.nl: within the 3 years before your application, you must have completed a post-master's programme of at least 10 months in the Netherlands, obtained a PhD in the Netherlands, or held a Dutch residence permit for scientific research. (Some aggregator sources claim graduates of "top-200 global universities" also qualify — ind.nl's own page, checked directly, describes only these three Dutch-tied routes, so that broader claim isn't checked here.) During your orientation year, a potential employer does not need a separate work permit (TWV) to hire you.
