For managers, specialists, or trainees transferring within the same corporate group to a Dutch branch.
Verified directly from ind.nl: you need a binding intra-corporate transfer agreement, continuous employment with the transferring company for at least 3 months immediately before the transfer, and — if you're a manager or specialist — a bachelor's degree or at least 5 years of relevant work experience. Managers and specialists can stay up to 3 years; trainees up to 1 year. A mandatory 6-month waiting period applies before a new ICT permit can be requested after this one ends.
